On March 2, 2004, Moraga voters approved Measure K ($325 per parcel) with 66.8% of the vote. On March 3, 2020, the community approved Measure M ($192 per parcel ) with 70.8% of the vote. Measure M is annually adjusted by no more than 3% based on the Consumer Price Index - Urban San Francisco Bay Area. These local parcel taxes are vital to the Moraga School District's fiscal health, directly offsetting chronic shortfalls in state funding.
Together, Measures K and M provide stable, dedicated revenue that allows Moraga’s TK-8 schools to maintain small class sizes, preserve robust academic programs, and fund critical resources like libraries, technology, and music. Crucially, this funding supports the recruitment and retention of high-quality educators. The depth and range of these voter-supported programs directly drive student achievement, preparing Moraga's students for success in high school and beyond.
 

Measures K and M: Tax Exemption for Low-Income Senior Citizens

 
The Moraga School District parcel taxes, Measures K and M, provide exemptions for low–income seniors.
 
Exemption Eligibility (2026-27):
  • Age 65 or older as of July 1, 2026
  • The parcel must be your primary residence
  • Not to exceed the IRS Federal Adjusted Gross Income of all household members.  Please see this year's application for current Income Limits.

On June 2, 2026, citizens of Moraga voted on Measure I for $295 per parcel. Although this measure has not been officially certified it is holding at 68% of the vote and is expected to pass. Measure I provides a critical seven-year bridge of local revenue to shield classrooms from severe, ongoing state funding deficits.
This dedicated funding allows Moraga’s TK-8 schools to directly prevent teacher layoffs and educator attrition while preserving essential instructional programs in science, technology, engineering, math (STEM), reading, and the arts. By securing 100% local control over these funds, Measure I ensures that the district can stabilize its operating budget, maintain manageable class sizes, and uphold the academic excellence that defines the community.
 
Measure I Tax Exemption for Senior Citizens
 
The Moraga School District parcel tax Measure I provides an optional exemption for homeowners age 65 and over.
Exemption Eligibility (2026-27):
  • Age 65 or older as of July 1, 2026
  • The parcel must be your primary residence
