Necessary Repairs for Continued Student Success

While local students continue to excel, all of our Moraga schools are nearly 50 years old and in need of renovation. Recently, our District completed a Facilities Master Plan — conducted by school architects and third-party experts — to identify school repair needs and develop a plan to provide a safe and modern learning environment for our students. Specifically, fixing leaky roofs and updating deteriorating plumbing, heating, and ventilation systems would allow local teachers and students to focus on core academics and innovative programs in the classroom. Additionally, improving access to modern technology would help equip local children for success in high school, college, and the 21st Century.

Unfortunately, we cannot rely on the state to fund these necessary repairs in our local Moraga schools.  In order to address identified needs, a local source of funding is needed. Thus, the Moraga School District Governing Board unanimously voted to place a $33 million bond measure on the November 2016 ballot. If passed, a bond measure would allow our District to complete identified school repairs and become eligible for millions in state matching funds. Identified school improvement projects include:

  •  Fixing leaky roofs 
  •  Upgrading inadequate electrical systems
  •  Updating deteriorating plumbing and sewer systems
  •  Making necessary seismic retrofit improvements to support student safety
  •  Replacing outdated heating, ventilation, and air conditioning systems
  •  Improving student access to modern technology 

All funds would be locally controlled and would benefit Moraga schools

  •  No funding could be taken away by the state or used for other purposes
  •  A Citizens’ Oversight Committee and independent audits would be required
  •  No funds could be used for administrator salaries
  •  The cost of the measure would be limited to $30 per $100,000 in assessed (not market) value annually

The District seeks the support of a Firm in the development of its Energy Expenditure Plans towards the installation of cost-effective energy-savings projects. Energy Expenditure Plan development may include the following services consistent with CEC Proposition 39 Guidelines as well has other District defined projects:  

  • Electric and gas usage billing: Data collection and analysis
  • Benchmarking analysis
  • Complete energy auditing and identification of energy projects
  • Energy project development including feasibility, energy savings calculations, and cost estimating toward Cost-Effectiveness Determination (savings-to-investment ratio (SIR)
  • Prioritization of sites and energy projects
  • Develop sequencing of facility improvements
  • Consideration of the long-term strategic interests of the District
  • Preparation of Energy Expenditure Plans meeting District needs and CEC requirements

Leveraging Award Funding: Identification and application for resources and incentives available to the District, including:

  • The Energy Commission's Bright Schools Program "no-cost" technical services
  • California Conservation Corps "no-cost" and "low-cost" energy efficiency data collection and energy efficiency surveys.
  • Local programs
  • Utility rebates and incentives
  • The Energy Commission's ECAA Loan Program 

Facility Scheduling and Reservation Information

The Moraga School District facilities are available for community use throughout the year.  Community groups interested in scheduling sporting events, meetings and community events need to complete a reservation request and meet the terms and conditions of the facilities use agreement.

School District Facilities Use Regulations:

MSD facility users are requested to obey all parking and traffic laws when on school facilities and when driving and parking on streets adjacent to our campuses.  Please park in designated spaces on campus.  Do not park in front of gates, along red curbs or in loading zones.  When parking on streets in front of schools or on adjacent streets, please do not park in crosswalks, in front of fire hydrants, or on street corners.  Our neighbors have also asked that you not block driveways and leave space on each side of driveways so vehicles entering and leaving driveways can so do safely.
